READ TO ACHIEVE
NC Law: Excellence in Public Schools Act, House Bill 950/SL 2012-142 Section 7A and House Bill 230
Goal of RtA: All students will be proficient readers by the end of third grade as measured by NC Ready Assessments.
Good Cause Exemption:
- Limited English Proficient (LEP) student with less than two years of ESL instruction
- Has an Individual Education Plan (IEP) and
- Is assessed using of the NCEXTEND1 alternate assessment,
- At least a two school year delay in educational performance,
- Receipt of intensive reading interventions for at least two school years.
- Has received reading interventions and previously been retained more than once in kindergarten, first, second or third grade
Alternate Assessment:
- Received a score of 439 or higher on the 3rd grade Beginning of Grade Assessment (BOG)
- Earns a Reading Level P or above on the TRC portion of the Reading 3D benchmark assessments
- Proficient on the Measures of Academic Performance (MAP) with a RIT score of 207
- Completes a Read to Achieve Portfolio with a combined score of 70% or higher on 3 passages for each standard (total of 12 standards)
Portfolio Components:
- Evidence of proficiency (70% average) on 36 completed reading comprehension passages:
- 3 passages for each of 12 standards
- Reading 3D Benchmarking and Progress Monitoring Data
- Ongoing Personalized Education Plan (PEP)
